About The Lecturer

Katrina Rouse is an accomplished antitrust partner in the firm’s San Francisco office, advising clients on merger clearance, high-stakes government investigations, and complex litigation. She brings a decade of senior leadership at the U.S. Department of Justice Antitrust Division, where she shaped national civil enforcement strategy and directed some of the Division’s most consequential matters, with a particular focus on healthcare, defense, industrials, and technology.

Prior to joining the firm, Katrina served as Deputy Director of Civil Enforcement and Chief of the Defense, Industrials, and Aerospace Section, where she led teams through all phases of antitrust investigations and litigation.  She supervised the review of more than 1,000 mergers and led investigative and trial teams through merger challenges and investigations of monopolization and anticompetitive agreements. She worked closely with DOJ leadership, the FTC, state attorneys general, and international competition authorities to coordinate enforcement strategy. Earlier in her government career, Katrina worked as a trial attorney and litigated complex merger and conduct cases. 

Katrina clerked for judges in the U.S. Court of Appeals for the Fifth Circuit and the U.S. District Court for the District of Maryland. She received her JD from Stanford Law School and her BA, magna cum laude, from Columbia University.
